Kotor to Tirana connects two of the Balkans’ most contrasting destinations — Kotor’s 12th-century Venetian walled port at the head of Boka Kotorska, and Tirana’s colourful post-communist capital with its painted Soviet-era blocks. The drive is 198 km via Podgorica, Lake Skadar, the Albanian border at Hani i Hotit, and the SH1 dual-carriageway south through Shkodër. About 4h 30m direct, two borders (Montenegro exit is now internal since Montenegro is outside Schengen; Albania entry is a passport check). Both countries are visa-free for EU/UK/US/Canada/Australia citizens.
From Kotor the road follows the bay north past Perast and Risan to Kamenari (optional Verige-strait ferry shortcut), continues via Herceg Novi to the E762 and east toward Podgorica. From the Montenegrin capital the E762/E851 runs south-east, skirting Lake Skadar National Park (the largest bird-reserve lake in the Balkans, 44 km long, shared with Albania) to Hani i Hotit on the lake’s southern tip — the border crossing. Inside Albania the SH1 passes through Shkodër and runs south through Lezhë to Tirana.
Budva is 25 km south of Kotor and doable as a 30-minute “Montenegrin Riviera” beach photo stop. Podgorica is functional rather than scenic but works as a lunch stop. The best cultural detour is Shkodër in Albania — Rozafa Castle sits on a limestone spur above the confluence of the Drin, Bojana and Kir rivers with 360° views over Lake Shkodra and the Albanian Alps; the Marubi National Museum of Photography (one of the oldest photo archives in the Balkans) is on Kolë Idromeno street. A one-hour Shkodër stop breaks up the drive beautifully.
May-June and September-October are the sweet spot — warm but not August-hot, full restaurant and cultural schedules in both capitals. Lake Skadar’s pelicans nest April-September and are visible from the road. Summer weekends see queues at Hani i Hotit (up to 45 minutes with diaspora traffic); we time crossings around 11am or 3pm to avoid peaks. Winter is mild in both cities (rarely below freezing at sea level), but rain can slow the SH1 south of Shkodër.

Must-see: Skanderbeg Square (named for Albania’s 15th-century national hero Gjergj Kastrioti), the Et’hem Bey Mosque, National History Museum, Blloku district (former communist-elite neighbourhood, now the nightlife hub), Bunk’Art 1 and 2 (nuclear-bunker museums), and the Dajti Ekspres cable car for a Tirana-plain panorama. The road from Kotor to the Albanian border is excellent. The Albanian section has been significantly improved in recent years, with the main highway in good condition all the way to Tirana.
