Past the airport and Porto Montenegro, then along the eastern shore of the bay to the ferry slip at Lepetane. If you are combining this with a flight, Tivat Airport is directly on the route.
The ferry across the Verige narrows, the point where the bay closes to a few hundred metres. It runs frequently and around the clock, and it saves driving the long way round the inner bay through Perast and Risan.
Drop-off at your address, the Old Town below Kanli Kula, or Igalo to the west. The town climbs a steep hillside, so a street address gets you closer than a district name.

Book Herceg Novi → Budva →Budva to Herceg Novi is forty-two kilometres and about an hour, and the interesting part is in the middle. Rather than driving round the whole inner bay, the route crosses it: the ferry at Lepetane takes you over the Verige strait to Kamenari in about ten minutes, and Herceg Novi is a short run west from there.
The first half is the coast road north out of Budva, past Jaz Beach and through Tivat. Tivat Airport sits directly on this stretch, which makes the route convenient if you are collecting someone from a flight on the way, or heading to one afterwards.
The Verige narrows are the pinch point of Boka Kotorska, a few hundred metres across, and the reason the bay could be defended at all — the Venetians stretched a chain over it. The ferry runs frequently and through the night; in peak summer there can be a short queue at the slip, which we allow for when timing the pickup.
The alternative is to stay on land and drive round through Perast and Risan. It is longer by about half an hour but considerably more scenic, and it lets you stop in Perast. If you would rather have the drive than the crossing, say so at booking and we plan it that way.
Herceg Novi is terraced up a hillside at the mouth of the bay, with the Kanli Kula fortress above the Old Town, Forte Mare on the water and the Savina Monastery in cypress to the east. Igalo, the spa quarter, is immediately west of town.
